They're probably throwing bogus TCP RESETs in hopes of thwarting P2P file sharing. For which they deserve to be ripped a new one. And damn, you are so very good at it.

Maybe, but I don't think that's the issue. I'm seeing packet loss for straight-up ICMP. When the packets go thru, it's good performance and low latency. It's just the packets keep not going thru.

I've had some problems with net dropping on our home RCN connection but so far as traceroute can tell it wasn't local - it was their switching center in NYC that was horked.

What were you trying to do that they kept dropping the ball on/

I'm sure it's cheaper to provision the network for 70% of the peak load than for 100% of the peak load. (30% packet loss, ugh!)

if that's what's going on, i'd be fine. this is not the behavior of a correctly-functioning network that is engineered for 70% nominal load.
