so, back in the late 80's, i read a science fiction book whose title i can no longer remember.

the general plot was a guy (i think he was native american) who develops a cheap way to boost things into orbit and/or spiffy sublight travel. there's a brief aside where he takes some of his tribal elders out to look at the gas giants in the solar system. there's also a bunch of plot where he pushes to make sure that existing unions are included in the infrastructure for this new cargo transportation scheme.

i thought it was called "emergence", but it's *not* the david palmer post-apocalyptic book of that name, and i can't find it under that name at amazon. maybe the name starts with an "e"?

poking around on amazon and google don't seem to be giving me coherent results. (i'm trying to think of the title because i read this post over on deadbrowalking)
