I work on a college campus. All the unisex bathrooms I've been in (it's a policy of the college to have at least one unixsex bathroom per building - usually just locking single-seaters - if the building has any bathrooms at all) either have a dispenser, or have a map showing which bathrooms have dispensers. I have to assume the women's bathrooms are the same.
