Do I know anyone local with an embroidery machine? I'd like to get a small patch made (think "merit badge" sized) and since it's just a one-off, I'd rather see about working with someone I know up rather than seek out commercial establishments.

So, it looks like I may be your gal. Long story short, there is an inherited embroidery machine in my near future. Also...you can ask Paulo (Dave's hubby). He has one, too.
